CSC PRESCRIBED QUALIFICATION STANDARDS

Education : Bachelor’s degree relevant to the job

Experience : Two (2) years of relevant experience

Training : Eight (8) hours of relevant training

PREFERRED QUALIFICATION STANDARDS 

Education : Bachelor’s degree preferably on Human Resource Management and Development, Psychology, Organizational Development, and other relevant sciences courses

Experience : Two (2) years of professional and progressive work experience in Human Resource that involves implementation of competency-based HR Systems particularly in performance management

Training  : Eight (8) hours of relevant training on human resource management and development, training on performance management an advantage

JOB DESCRIPTION

The Administrative Officer V shall be assigned in the Human Resource Planning and Performance Management Division – Performance Management Section under the general supervision of the HRPPMD Division Chief and Director. The Administrative Officer V  shall performs somewhat difficult, responsible professional and highly technical work pertaining to the implementation of human resource management and development systems such as, but not limited to, performance management system and does related tasks that maybe assigned from time to time.

PRIMARY TASKS

1.     Coordinates and monitors the implementation of Performance Management systems being administered by the unit specifically the DSWD Strategic Performance Management System and other human resource intervention, as maybe appropriate.

a.)   Develops relevant tools relevant to the unit.

b.)   Administers and analyses as well as come up with a comprehensive report regarding the results of the tools administered. 

c.)   Acts as a technical/ resource person regarding the program as maybe requested/needed. 

2.     Drafts an amendment and/or develops relevant guidelines.

3.     Writes concept papers and/or proposes a new set of interventions.     

4.     Provide technical assistance to Bureau staff and other internal stakeholders (other OBS and Field Offices) along Performance Management Service.

5.     Submits feedback reports on different meetings attended as a member in different  internal Committees in Central Office.

6.     Submits comments on draft policies/ guidelines routed to technical staff for review.

7.     Lead the monitoring of compliance with the Performance-Based Bonus (PBB) – Good Governance Conditions.

8.     Does research, data mining to gather information and data needed by the Bureau.

9.     Performs other related tasks as assigned or required.

3.     Concept papers and other relevant technical documents (e.g. surveys and reports)   

4.     Committee Resolutions and accomplishment/ implementation reports

6.     Project Proposals  

7.     Other periodic and special reports as may be required based on the division mandates
