PROJECT DEVELOPMENT OFFICER III

Place of Assignment : Grievance Redress Division
CSC PRESCRIBED QUALIFICATION STANDARDS
Education : Bachelor’s degree relevant to the job
Experience : Two (2) years of relevant experience
Training : Eight (8) hours of relevant training
PREFERRED QUALIFICATION STANDARDS
Education : Graduate of any 4-year Social Science course
Experience : At least one (1) year experience in supervisory position in grievance management / complaints handling and familiarity with basic office productivity tools / applications
Training : Sixteen (16) hours of training (cumulative) in any of the following areas: monitoring and evaluation, technical writing, dispute resolution, use of any information system applications, research, supervision or other related areas
JOB DESCRIPTION
Reports to the Assistant Division Chief; provides initial analysis of grievance trends and monitors resolution of grievance. Supervises PDO II.
Functions and Responsibilities:
General
1. Supervises delivery of outputs of the field operations, information, and data and evaluation units;
2. Raises concerns from different units of the division.
Management of Grievance Redress Mechanisms
1. Consolidates and analyzes data coming from different redress or grievance channels;
2. Reports trends in grievances;
3. Refers specific grievances to other units of the organization; in special cases, qualifies which grievances need to be passed on to senior officers;
4. Monitors movement and follows up on resolution of grievances;
5. Ensures that grievances are handled according to standards;
6. Coordinates with regional grievance officers;
7. Provides technical assistance to regional grievance officers.
Redress Policy Development
1. Consolidated feedback on policies from the regional offices as gathers by subordinates;
2. Provides inputs to policy development as appropriate.
