  We wish to inform you that the Department of Social Welfare and Development (DSWD) Central Office has one (1) vacant permanent position with details as follows:

Office: Procurement Management Service

ADMINISTRATIVE OFFICER IV

CSC PRESCRIBED QUALIFICATION STANDARDS

Education :  Bachelor’s degree relevant to the job

Experience :  One (1) year of relevant experience

Training :  Four (4) hours of relevant training

Eligibility :  Career Service (Professional) / Second Level Eligibility

PREFERRED QUALIFICATION STANDARDS

Education :  Bachelor’s degree relevant to the job

Experience :  At least one (1) year experience as Procurement Officer (Supervisory Experience is an advantage)

Training : At least four (4) hours training on Republic Act No. 9184 (RA 9184) and its 2016 Implementing Rules and Regulations

ADDITIONAL QUALIFICATION

Applicants must have excellent writing skills.

JOB SUMMARY

The staff shall perform the functions of a Procurement Officer for projectS funded by the Government of the Philippines (GOP) and/or International Funding Institutions (IFIs) from compliance with terms and conditions/technical specification of the procurement contract to preparation and Disbursement Voucher

PRIMARY TASKS

1.     Ensures compliance with applicable procurement laws and other existing rules and regulation in every transaction assigned, which shall include the following tasks among others:

a.)   Checks Purchase Orders/Contracts for compliance for specifications and necesssary supporting documents;

b.)   Prepares Notice to Proceed, Request for Inspection, Disbursement Voucher and other documents required in the process;

c.)   Coordinate the End-user, Supplier/Contractor/Consultant during Contract Implementation

 d.)   Ensure that all transactions are properly documented, file copies are properly/sytematically maintained or turned over to records Officer-in-charge for tracking monitoring porposes;

e.)   Respond to COA Audit Observation Memorandum / Findings on transactions processed;

f.)     Prepare technical, periodical or day to day reports, memorandum or letter related on procurement activities on transactions assigned;

g.)   Monitor contract implementation and ensure delivery of goods and services;

h.)   Coordinate with the end-user and supplier/contactor/consultant during the contract implementation stage;

i.)     Monitor compliance to the Terms and Condition of the Procurement Contract;

j.)     Ensure prompt delivery of goods and services;

k.)    Attend Pre-procurement and Pre-bid Conferences; and

l.)     Recommend possible sanctions against erring Suppliers, Contractors and Consultants.
