Job Description

 

REQUEST FOR EXPRESSION OF INTEREST

 

Engagement of KALAHI CIDSS-NCDDP Service Providers

for Participatory Local Governance (MAKILAHOK) Trainings

 

 

1.         The Department of Social Welfare and Development (DSWD), through the KALAHI CIDSS-NCDDP Regional Program Management Office IV – MiMaRoPa Funds intends to apply part of its budget for the payments under the contract for the “Engagement of KALAHI CIDSS-NCDDP Service Providers for MAKILAHOK Trainings”.

 

2.         The engagement aims to:

·         Deliver quality and timely completion of the roll-out trainings of barangay development planning and management (BDPM) and community-driven development (CDD) - Supporting Thematic Modules based on agreed standards and schedules;

·         Track participant’s learning progress using prescribed monitoring and evaluation tools and templates; and

·         Record processes, organize information, and preserve knowledge gained from implementation of Makilahok modules.

 

3.         Scope of Work

The service provider will serve as the Regional Program Management Office (RPMO) partner in the roll-out implementation of the Makilahok in the municipality/ies of [name of municipality/ies] within the province/s of [name of provinces] in Region [name of region]. The engagement will be for a period of [duration in terms of number of months] from [start month] to [end month]. The service provider is expected to perform the following tasks and duties per municipality assigned:

 

 

BDPM ROLL-OUT TRAINING

CDD-SUPPORTING THEMATIC MODULES TRAINING

PRE-ACTIVITY

·         Conduct preparatory work on assigned municipality/ies which comprises of the following activities:

o    Coordinate with assigned LGUs on the schedules of the training activities;

o    Review profile of participating municipalities; and

o    Submit profile of training participants to RPMO a week before the schedule

·         Attend the Makilahok orientation conducted by the RPMO

·         Attend the Makilahok orientation conducted by the RPMO

DURING ACTIVITY

·         Facilitate and manage the conduct of roll-out trainings including, but not limited to the following tasks:

o    Facilitate and synthesize all sessions and activities;

o    Evaluate the conduct of roll-out trainings;

o    Ensure logistical requirements are met and adequate; and

o    Provide welfare support to participants

·         Document proceedings of the roll-out trainings

·         Provide photo and video documentation during roll-out trainings

·         Submit monitoring report using the tool/template provided by the RPMO

·         Attend regular meetings organized by the RPMO as needed

·         Attend regular meetings organized by the RPMO as needed

·         Familiarize themselves with the features and functions of eLMS.

POST-ACTIVITY

·         Prepare and submit required reports to the RPMO, such as:

o    Documentation Report

o    Evaluation Report

·         Submit monitoring report using the tool/template provided by the RPMO

·         Submit final report based on proceedings/results of coaching sessions and monitoring

1.         Duration of Engagement:

The service provider shall be engaged to conduct Makilahok roll-out trainings and eLMS monitoring for a total of four (4) to five (5) weeks per batch of an estimated 40 to 50 participants per batch, between months of July to November 2018.
