Job Description

 

Job Summary:

 

The Community Process Officer (CPO RPMO) shall assist the Regional Community Development Specialist (RCDS) in undertaking quality assurance and quality control of SRPMO implementation of community organizing and development processes along land acquisition and resettlement and IP social safeguards, conflict and peace, and community-based DRRM.

 

It shall be the responsibility of the CPO RPMO to ensure timely and useful provision of TA by SRPMOs to ACTs in the processing of social safeguards, peace and conflict, and community-based DRRM requirements along the CEAC.  The CPO RPMO shall likewise assist in generating lessons and effective implementation strategies, and generate good practices in field implementation experience.

 

Core Function:

  1. Prepares materials on social safeguards, peace and conflict, and community-based DRRM for use of SRPMOs and ACT.
  2. Provides Technical Assistance to the SRPMOs and ACTs on the use of materials under item 1. above, including coordinating TA from RPMO technical staff.  
  3. Coordinates external (NGA’s, CSO’s, LGU’s, PPP) support for social safeguards, peace and conflict, and community-based DRRM.
  4. Processes reports (gathering, consolidation, transmittal) of team members following prescribed Project formats and procedures.
  5. Generates lessons/best practices from field implementation experience of ACTs, MCTs, and CVs.
  6. Assists the RCDS in conducting Quality Assurance and Quality Control of safeguards and special concerns along CEAC implementation
  7. Ensures compliance to social and environmental safeguards, protocols in peace and conflict and DRRM, and gender standards in the preparation and implementation of community projects.

Job Outputs:

 

1.       TA plan on social safeguards and other thematic concerns for SRPMOs and ACTs.

2.       Regional report on compliance to safeguards and other thematic concerns.

3.       Database on social safeguards and other thematic concerns.

4.       Technical assistance / Training intervention for field staff.

Primary Tasks:

 

1.       Oversees the implementation of CEAC to ensure compliance to project standards for social processes

2.       Convenes regular meetings with ACT/MT teams for actions planning, plan implementation, performance review and assessment, tactic sessions for problem resolutions and reflections to identify lessons and best practices in field implementation

3.       Reviews consistency of ACT/MMs intervention plans with CDD principles and with standards set by RPMT

4.       Articulates how the CEAC enables communities to achieve project goals

5.       Translates policies and standards in a manner that is understandable to project implementers and stakeholders

6.       Conducts purposive capability building of ACTs. In coordination with the training unit, determines training needs, develops and administers capacity development plan to include formal training, team building, coaching, mentoring, task demonstration and other approach

7.       Coordinates/Delivers technical assistance to ACTs/MMs

8.       Provides policy recommendations to the RPMT and technical assistance to organic staff on implementing CDD interventions and in realizing the Department’s mandate on community development

9.       Prepares process monitoring plan in consultation with other RPMT; monitors implementation of KC development process and interventions through report review, field visits and spot checks

10.   Prepares process document reports and consolidates AC monitoring reports for submission to the RPM and NPMO

11.   Facilitates summary of best practices in field implementation of KC projects.
