QUALIFICATION GUIDE |
A. CSC – Prescribed QS
Education: Completion of 4 years in College Training: 8 hours of relevant training Experience: 2 years of relevant experience Eligibility: Career Service Professional
B. Preferred Qualifications (Competency-based)
Education: BS in Business Administration Major in Mangement, or related Business course Training: 8 hours of relevant training Experience: 2 years of relevant experience as Procurement Officer or related experience Others: Knowledge in Government Procurement Laws, Microsoft Word, Excel and Powerpoint; good writing and communication skills

Functions:
· Prepare and finalize Annual Procurement Plan for submission to Central Office and DBM; · Review and analyze procurement request of goods and services; · Assist in determining items to be ordered, accept merchandize and other purchased items duly approved and inspected; · Prepare bidding documents based on the approved proposal PR and RIS; · Maintain adequate stock level, compile and analyze data on market trends and purchasing activities of the region; · Check and finalize Annual Procurement Plan for submission to Central Office and DBM; · Act as Bids and Awards Committee (BAC) Secretariat; · Check and finalize bid documents of the winning bidder in preparation for the awarding of Lowest Responsive bidder; · Approve Inspection and Acceptance Report; · Certify PR and RIS in accordance with the approved PPMP of the units/division; · Approve Request for Quotation; · Attend Pre-Procurement Conference, Pre-Bid Conference and Bid Opening at Procurement Service; · Perform other related task as required by the Division Chief, Asst. Regional Director, and Director
