Position: ADMINISTRATIVE OFFICER II

Employment: PERMANENT

QUALIFICATION GUIDE

A. CSC – Prescribed QS 

 

      Education: Completion of 4 years in College

      Training:  4 hours relevant training

      Experience:    1 year relevant experience

      Eligibility: Career Service Professional

 

B. Preferred Qualifications (Competency-based)

 

       Education: BS in Business Administration Major in Mangement, or related Business course

Training: 4 hours relevant training

         Experience: 1 year experience as Procurement Officer or related experience

       Others: Knowledge in Government Procurement Laws, Microsoft Word, Excel and Powerpoint; good   writing and communication skills

 

Functions:

 

As Property and Supply Officer:

 

  1.  Prepare internal control over Property and Supply Management System to insure reliability of data, safeguard assets and records and to promote operational efficiency.
  2. Conduct Inventory of Property, Supplies and Equipment;
  3. Prepare Property Card, Property Acknowledgement Receipt of Equipment and Custodian Slip for Semi Expendable Property;
  4. Conduct inventory of non serviceable property subject for disposal;
  5. Operate and maintain warehouse and develop standard criteria for storage space, operational labor and facilites, coordinate with storekeepers as to the proper upkeep of store stocks;
  6. Supervise storekeeper as required in the shipping, warehousing, and purchasing of relief supplies, materials and equipment as well as donation received;
  7. Approved gate pass for every property, equipment and supply for out of the Regional Office;
  8. Update and secure yearly insurance of property and equipment; and
  9. Prepare yearly Report of Property, Plant and Equipment.

 

As Procurement Officer:

 

  1. Prepare and finalize Annual Procurement Plan;
  2. Review and analyze procurement request of goods and services;
  3. Assist in determining items to be ordered, accept merchandize and other purchased items duly approved and inspected;
  4. Prepared bidding documents based on the approved PR and RIS;
  5. Maintain adequate stock level, compile and analyze data on market trends and purchasing activities of the Region;
  6. Acts as Bids and Awards Committee (BAC) Secretariat;
  7. Check and finalize bid documents of the winning bidder in preparation for the awarding of Lowest Responsive Bid;
  8. Approved Inspectiom and Acceptance Report;
  9. Certify PR/RIS in accordance with the approved PPMP of the units/divisions;
  10. Approved Request for Quotations; and
  11. Attend Pre-Procurement  Conference, Pre-Bid Conference and Bid Opening at Procurement Service.

 

As BAC Secretariat:

  1. Provide administrative support to the BAC;
  2. Organize and make all necessary arrangement for BAC meeting and conferences;
  3. Take custody of procurement documents and other records;
  4. Manage and sale distribution of Bidding documents to interested bidders;
  5. Advertise and/or post bidding opportunities, including bidding documents and notices of awards;
  6. Assist in managing the procurement processes;
  7. Monitor procurement activities and milestones for proper reporting to relevant agencies when required; and
  8. Acts as the central channel of communications for the BAC with end users, PMOs, other units of the region other government agencies, providers of goods, infrastructure projects and consulting services, observers and the general public.

 

As Supervisor:

 

  1. Answers queries of staff, dealer and bidder relative to the procurement process;
