Job Summary:

 

The Administrative Officer IV (AO IV) will be assigned at the Bids and Awards Committee (BAC) Secretariat, Procurement Planning and Management Division (PPMD), Procurement Service (PS) to primary handle the procurement of goods, consulting services and infrastructure projects, commencing from the posting of Request for Quotation up to the award of contract, using the alternative methods of procurement sanctioned by Republic Act No. 9184 (RA 9184) otherwise known as the Government Procurement Reform Act and its Implementing Rules and Regulations (IRR).

 

Job Description:

 

1.   Ensure that, prior to posting of the RFQ, the necessary documents (e.g. Requisition and Issue Slip/ Purchase Request [RIS/PR], Project Proposal, Terms of Reference) have already been duly approved and that the procurement at hand is included in the Project Procurement Management Plan (PPMP) of the requesting party.

2.   Meticulously review the specifications of the subject procurement as to its completeness. Also, he/she shall bring into the attention of his/her immediate supervisor, or in the absence of the latter the BAC, anything which might constitute as a derogation from the procurement law/ guidelines such as, but  not limited to, reference to brand names, tailor-fitted specifications, or that there is no sufficient lead time to procure the goods or services.

3.   Posting of the RFQ at the Philippine Government Electronic Procurement System (PhilGEPS) and DSWD websites in accordance with the minimum period prescribed by law/ guidelines for posting. Also, he/she shall inform the designated procurement officer of the Procurement Planning and Management Division (PPMD) once the RFQ is posted in order for the latter to invite prospective suppliers, service providers or consultants.

4.   Closely coordinate with the designated procurement officer relative to a particular procurement for purposes of collecting and collating the quotations received, within the minimum prescribed posting period, from suppliers, service providers or consultants.

5.   Accurately prepare the Abstract of Quotation (AOQ) by checking and reviewing each and every quotation received. Also, he/she shall undertake the verification with any supplier, service provider or consultant if there are details in the quotation of the latter which need to be clarified.

6.   Prepare the necessary BAC resolution for every request which call for the use of alternative methods of procurement aside from Shopping, Small Value Procurement, or Lease of Real Property, as required.

7.   Post the Award Notices at PhilGEPS and DSWD websites for every successful bidding.

8.   Prepare office communications, correspondences, and reports as may be required by management and/or oversight agencies.

9.   Perform other related functions as may be required by the Procurement Service (PS) Director, the BAC, and/ or the BAC Secretariat Head.

 

 

Deadline of application and submission of the following is on January 31, 2015:

·         Application letter;

·         Comprehensive resume with job description and 2x2 ID picture; and

·         Certificate of relevant trainings and seminars attended (to be submitted upon the scheduled exam and interview)

 

If applicable, qualified applicants must also submit copy of duly signed Summary of Rating of Performance Contract Assessment for the period January- December 2014. All applicants must have a Very Satisfactory rating during the last rating period to qualify.
