Job Description

 A.    Position                        : Chief Administrative Officer

Salary Grade     : SG-24

Compensation   : Php 49,750.00

 

B.    Minimum Qualification Standards

Education         :  Master’s Degree in the areas of management and administration, Social Sciences or related fields or equivalent weight or relevance of experience/ other training

Experience        :  Four (4) years in position/s involving management and supervision

Training :  24 hours of training on management and supervision

Eligibility           :  Career Service (Professional)/ Second Eligibility

 

C.    Job Additional Requirements:

·         Experience and staff development/ continuing education or capability building/ training on the development or implementation of human resource development and/or organizational development initiatives (e.g. competency-based HR systems including needs analysis and capacity building designing, etc.)

·         Ability to learn quickly and think/act out of the box with a focus on HRDB from developmental approach especially in career development, succession planning and performance management, RSP.

·         Ability to supervise and lead staff in HRDB towards institutionalizing reform and innovation.

·         Strong supervising skills towards enabling other to perform while managing relationship to authority figures and higher officials as well as other built partnership with key stakeholders.

 

Job Summary:

 

1.     Complete staff work in producing key outputs of the office and achieving targeted outcome as a mandate of the said office.

2.     Manage, supervise and lead the office personnel to work as a team; efficiently and effectively undertaking key work processes to improve HR service to the Department.

3.     Provide technical work, staff support, information and data analysis, policy formulation, planning, monitoring and evaluation of key HRDB interventions, team functioning, report preparation and critical decision-making and problem solving assistance to the HRDB Director and other DSWD officials.

     Duties and Responsibilities:

1.       Guides and motivates staff to raise level of efficiency/ effectiveness/ morale;

2.       Counsels staff and employee;

3.       Supervises voucher/ payroll preparation and leave administration;

4.       Rates performance of staff;

5.       Develops career plans of employees;

6.       Ensures implementation and compliance of policies, programs and etc.;

7.       Develops updates and implements systems and produces related to personnel matters;

8.       Evaluates programs and recommends courses of grievance procedures;

9.       Supervises the implementation;

10.    Updates management and staff on human resource government policies and their implications;

11.    Establishes human resource standards on requirements coring of all systems;

12.    Develop human resource policies;

13.    Explains human resource systems and policies to management to influence their decision;

14.    Develops a scheme and process to evaluate human resource system and policies;

15.    Recommends appropriate changes on human resource system or policies to management;

16.    Establishes relations/ linkages with oversight agencies;

17.    Establishes relations with human resource counterparts in other government offices;

18.    Set up conflict management system and process in the organization;

19.    Manages grievance handling;

20.    Sets up programs and systems to develop and sustain organizational values and work ethic;

21.    Establishes qualifying standards per position level;

22.    Develop job descriptions;

23.    Conducts qualifying interviews for higher level positions;

24.    Establishes performance standards per level;

25.    Develops and improves the PAS for the organizational;

26.    Manages the personnel discipline system;

27.    Sets up organizational rewards systems for both formal and informal;

28.    Sets up employee welfare and benefits system;

29.     Sets up personnel discipline system;

30.    Conduct-on- the job coaching, monitoring to subordinates;

31.    Develops a career management system for the organization;

32.   Develops a succession planning system.

33.   Conducts exit interviews for higher level positions.
