B. Minimum Qualification Standards
Education         :  Bachelor’s Degree
Experience        :  Three (3) years of supervisory experience
Training :  None required
Eligibility           :  Career Service Executive Eligibility or Career Executive Service Eligibility
 
C. Job Specific Requirements:
Education         :  Masters in Management Information System or its equivalent; background or units in Business Administration, Public Administration is an advantage
Experience        :  Preferably ten (10) or more years of experience working on ICT;
                           With at least five (5) years of managerial experience
Training             :  Training in systems analysis, design and deployment; project management; information and communication technology is an advantage
 
D. Additional Requirements:
·         Demonstrated initiative in carrying out his/her duties and ability to work with minimum supervision
·         Proven leadership skills and ability to facilitate the work of multidisciplinary teams and manage change

Job Summary
    Plan, manage, direct and coordinate the development, implementation, deployment and operation of information systems and technology solutions for the Department needs. Identify and propose new information technologies and systems to improve business processes and decision making. Work with the IT Division Chiefs to establish the strategic direction of the Departments information systems as well as executing strategy.
 
Job Description:
 
Under the general direction of the Office of the Assistant Secretary for the Secretary Group, the Director will manage the day-to-day implementation of the Department’s Information and Communications Technology Management Service (ICTMS).
 
Managerial/ Technical:
1.     Anchors the formulation of a responsive relevant strategic plan for the implementation of the different ICT programs and services in line with its mandate and the Department’s thrust and priorities.
2.     Recommend/ formulate relevant innovative, user-friendly, and cost-effective information systems, including systems improvement for efficient and effective delivery of outputs.
3.     Identifies issues/ gaps affecting the overall implementation of the office programs and services, and provides solutions to address these.
4.     Ensures timely and responsive ICT technical assistance to all OBSUs and FOs.
5.     Develops and installs crisis management plans.
6.     Ensure availability and integrity of DSWD data and information.
7.     Builds networks, partnerships and advocates projects, programs, services by representing the Department in various engagements.
8.     Performs such other functions as may be assigned by Management/ directed by the Secretary.
 
Administrative:
1.     Oversees the overall operations of ICTMS including the execution and implementation of established policy standards, regulations and work plans.
2.     Monitors progress and accomplishments of the office programs, services, processes vis-à-vis the set targets.
3.     Provides technical assistance, coaching, mentoring sessions and other activities.
4.     Ensures the optimum use of resources.
5.     Supervise staff performance and evaluation of accomplishments.
6.     Provide leadership and guidance in ICT Management, Application Management, Infrastructure Management, Service Delivery and Support and Cyber Security.
7.     Provide clear and timely responses and related actions within the scope of ICTMS.
